The International Covenant on Civil and Political Rights
(ICCPR) and the International Covenant on Economic, Social, and
Cultural Rights (ICESCR) are known as the Two Covenants. They
are based on the Universal Declaration of Human Rights and are
the two most binding and core human rights conventions in the
world. Taiwan respects the significance of the Two Covenants
and takes an act to implement the two Covenants precedent over
other domestic laws.
Although Taiwan is not a member of the United Nations and is
unable to participate in the national report review of UN
committees including the United Nations Human Rights Committee,
a set of review practices similar to the UNs review system
that has been designed and implemented to enhance domestic
human rights protection and align with the human rights
